经查阅各种资料发现主要是 requests 和 urllib3 的问题，而 requests 的版本需要为 2.6.0，因此我们需要按照如下方式安装
```shell
# pip install --upgrade --force-reinstall 'requests==2.6.0' urllib3
```
完成之后，再试下`certbot --help`果然一切 ok 了
